What Causes Boils And Itching Around Vagina And Thighs?

i have severe itching around my vagina and inner thighs, i can even see small boils kind of things over the inner thighs where its itching.. i had tried applying talcum initially and now i am applying itch guard, but the skin has become white and red in tht area, it does not dry completely and i have applied the cream several times.i am a 23 yr old female.
