What Causes Breast Soreness And Tenderness?

I've been on depo provera for more than 2 years, but changed to the 2 month injection, my last shot was in January this year and my periods have not started yet. My concern sis that my breasts are sore and tender. is this a sign of hormone changes or breast cancer?
