What Causes Breathing Problem And Water Retention In Legs?

i have problems breathing and water retention in my legs. I was in A&E this morning as i had a panic attack. Chest xray and bloods where done. I was told i have a chest infection but not satisfied that this is what it is due to tierdness weakness,difficultly breathing what can it be
