What Causes Brown Dots On Toe?

I have these small brown dots on my big toe. They don't itch. My first thought was that they mayhave been athletes foot. I've been using lamasil AT on it for a few weeks now and it has lightened them somewhat but they're seeming to be tough to get rid of. Do you think that it is athletes foot? If so, they seem awefully mild.
