What Causes Brown Scarring On Lower Legs?

i have brown scarring on my lower legs looks like iron deposits and now on my tops of feet. it starts with a small red dot and then orange and extreme scarring one leg is way worse than other but happening on both. also numbing and tingling in feet. i do stand nine hours a day and swelling occurs. what can it be. about thirteen years ago i was treated with topical cream and cannot remember what it is and it is really bad looking.
