What Causes Brown Spots On Neck?

I am 14 years old and i have brown spots on the back of my neck which look like birthmarks but they have never been there before. I dont think its the sun as i have had my hair down. A few days ago i had highlights put in my hair but i think i already had the spots before i had it done. Could it be my hayfever? please help
