What Causes Bruise At The Bottom Of Penile Head After Having Sex?

I was having sex last night having a condom on and the condom broke I have a little dull pain on penis head and at the bottom part of the penile head there is a bruise rash like a line is it because having rough sex broke the condom and that bruise the penis head
