What Causes Bruising And Severe Itching On Upper Thighs And Legs?

This morning I changed from wearing shorts to pants and when I went out I noticed my legs starting to really itch ,, like a stinging itch All over my thighs,, I had to change back into my shorts , and now my thighs are bruised all over ,, blue / grey bruises
Why would this happen
