What Causes Bruising From Shoulder To Elbow Post Injection Of Meth?

My neice injected meth and now her arm is really bruised from the shoulder to her elbow. It also appeared to be lumpy and swollen. I also noticed what looked like small broken veins on the side of her elbow area. I am concerned and wanted to know if she needed to seak medical help for this.
