What Causes Bruising On Feet While Having BP?

My father has bruising on the bottoms of his toes, his feet are always cold and aching. He does have blood pressure issues, is a smoker, and drinks often. The bruising on his feet is new in the last couple of days, any ideas on what may be the cause or the importance of him being seen by a physician?
