What Causes Bump On My Vagina?

I m 14 and I have had this before and it ended up being an ingrown hair but I have a bump on my vagina that s a little bigger than it was before and there s like a white scrap kinda on it . And I haven t shaved in a couple of days so thats why I m kinda freaked out !
