What Causes Bump Under The Skin?

i've had sporatic pain in my posterier upper left arm muscle for years and i just felt a bump under the skin this morning, my doctor said as long as it doesn't constrict my movement i shouldn't be worried, but something obviously isn't right. what could this be?
