What Causes Bumps On Neck And Chest After Tattooing?

I got a tattoo on Saturday on my arm this morning I noticed red bumps forming on my neck and chest that were itchy now it's spread down my arm as well. However it doesn't seem to be on the actual tattoo only surrounding areas and spreading. I've been using basic soap and eucerine lotion
