What Causes Bumps On Penis Shaft?

hi i am 20 yrs old and sexually active but i am almost 100% sure my partner is clean, but i have 2 bumps on my penis shaft one looks like a whitehead pimple and one is a red bump that is fairly sensitive to touch. it also smells alot like fish..is this an STI or is this some bacterial infection?
