What Causes Bumps On The Skin With Severe Itching?

What causes a skin irritation that has bumps in the skin and some skabs which probably came from me scratching it which I believe was caused by poison oak or ivy but which never went away after the poison was thought to be gone but the bumps never went away. It stil does itching but the poison ivy was months ago in the summer.
