What Causes Bumps Under The Breasts?

Hi I am a 26 yo female and I noticed that I have these little bumps under my breasts. They are not red of painful but they have like white stuff in them and sometimes they do get bigger and painful. I also have keratisis pilaris on my arms and legs and I'm wondering if whats under my breasts is the same thing and what I can do to treat it!
