What Causes Bumpy Circular Red Patch Of Skin On Upper Arm?

I have a circa 4cm roundish red patch of skin on my upper arm. It is a little bumpy to the touch. It is not dry, itchy or painful to touch but is sometimes painful 'underneath' in my arm. It has not responded to anti-fungal cream and I have had it for 2 months
