What Causes Burning And Numbness Of Lips After Using New Lip Balm?

I just tried a new lip balm, and a few seconds after applying my lips started to burn and went numb. After a few minutes the burning started to really hurt so I tried licking off the lip balm, and then the tip of my tongue burnt for about a minute. Is this an allergic reaction to something in the lip balm?
