What Causes Burning In My Penis With White Fluid Discharge?

Okay, well whenever i pee is when i feel it the most, but yeah when i pee my penis starts to really burn and even when im done peeing it will stay burning for a little bit. When i masturbate, it will also start to burn as well. Also I went to sleep one night and when i woke up there was a white substance on the tip of my penis and it wasnt really sticky. Whats going on?
