What Causes Burning Of Skin With Scaly Formation?

Hi, Just wondering if you know what this sounds like " my mom's skin, specifically her legs burn and they look like fish scales and are peeling. They mostly have a burning sensation when she is up and moving around. Sometimes she gets it on her neck as well. And now most recently she is turning red on her stomach and arms although those areas do not burn"
