What Causes Burning Sensation In Nipples Of Teenagers?

My daughter is 13 years old. In the last couple of days she has complained about her nipples "burning" and very sesitive to touch, such as when she has a shirt on. Is this something I should bring her to the dr for or should I just apply some lotion or vaseline?
