What Causes Chemosis Along With Pain In Eye Ball Post Eye Lid Surgery?

I had lower eyelid surgery 11 days ago, I have Chemosis in my right eye, my PS says it is not necessary to go to Ophthalmologist, that it will go away on its own. I have been using TobraDex and Systane Ultra, still very annoying and my eyeball hurts. Any suggestions?
