What Causes Chest Hairs?

i am a 22yr old female nd i have long white/grey chest hairs. i've been having them since i was 12yrs old. when i was 12 i was able to pull them out without them hurting, and now i won't even dare try to pull one out because it's painfull. why do i have chest hairs? can it be cancer?
