What Causes Chronic Itching On The Scalp?

I have had chronic itchy scalp for years now. It is so bad that it affects my quality of life. I feel like I have millions of little bugs running all over my scalp all the time. I do not have dandruff. I do not have itchy, dry patches. My scalp looks very normal. It just doesn't feel normal.
