What Causes Circular Penis Blemishes Intermittently?

Hi i have a few small red circle like blemishes on my penis. they are increasing slowly in size in a perfect circle. I have had them before, usually only one at a time. They grow in size from a small red dot to about a five cent piece size. Pretty much a perfect circle like ring and then they go away. Maybe a week or so. ???
