What Causes Clitoris Stimulation Excessively?

My clitoris feels overstimulated as if it is rubbing hard against my underwear. Could this be as a result of shaving 90% of pubic hair about a month ago? I am female, 30 years, and a virgin. Dont use scented powders etc ' down there', just soap. Thanks much !
