What Causes Cluster Of Bumps On Outer Thigh?

Hello, My daughter has a cluster of bumpa on the outher portion of her thigh... They just look like raised skin and there is very little redness to them anymore. the red color has really dulled over the last to weeks but yet the bumps stay... Any thoughts?
