What Causes Cluster Of Itching Spots On Penis Head?

hi doctor i have poblem in my head of pennis, after retacting the foreskin the head pennis begining place i have some skin allergy its like cluster rounded the full part, no itching,some times its look white in colour, when erect my pennis its become big what is the problem sir?
