What Causes Cluster Of Mole Like Spots At The Base Of Penis?

Hi, my boyfriend of 6 years has always had a cluster of mole looking spots at the base of his penis. He said since he was a teenager. They have started to grow in size and new ones are forming on the side. He's now 27. They are not round and range in size. What are the possible reasons for this and is it serious?
