What Causes Cluster Of White Bumps On Elbows And Knees?

My 9 yr old son has a cluster of white bumps on his elbows and knees. it is spreading bigger. it is not itchy or hurts he says. It looks really bad and the size of bumps are getting so big. what it could be? and how can i treat that skin condition? I am very concerned. Thank you
