What Causes Cold Feeling At Tip Of The Penis?

Hi I have a cold feeling at tip of my penis. its not painful.. my sack just feels cold and the end part of the penis. I have this test for VDRL and it was negative. What could be the cause?"Please advice. I have taken antibiotic injection and it has not helped as this problem is recurrent. It goes and comes back.
