What Causes Cold Sensations And Swelling Of Penis?

I have a penis issue..the tip usually feels cold and has the feeling that i am leaking urine but no actual leak or discharge..also the gland in the tip of the penis feels slightly swollen..i also have swollen lymph nodes in me neck which are painful at times but ct scan was negative..no problems with erection and no pain or burning during urination..any ideas? Thanks
