What Causes Cold Toes And Warm Bodies?

My toes are cold, but the rest of my body is warm. If I cover up, I sweat! When I have any covering on my feet, it feels like a fan is blowing over the upper portion of my feet. It is beginning to worry me. This was gotten worse over the past few months.
