What Causes Cold,cough And Eye Watering?

I have allregic cough and cold(due to dust, pollition and dust) with watering eyes an ose like sudden attack and cough and some flem kind of discharge goes down the throat whenever i cough ..what could it be..I know I get thsi seasonal ,I live in blr and 49 ys old
