What Causes Congested Head With Sensitivity To Physical Pressure?

i have been having a symptom like a congested head with pressure and sensitivity to physical pressure, much like a sinus infection but i have no sinus infection, cold or allergies. There is no specific location on my head but all over the head. it hurts to lay down on either side or back of head to wear a hat or any other pressure.
