What Causes Congestion In Chest Along With Productive Cough?

I m a 30 yrs. old and I have congestion in my chest,coughing up white foamy stuff and hard to breath at times,also my head is stopped up,have a low grade fever,sore throat,I m a male,ears kinda hurt and I have no ins.Please help because ER s are always so crowded.Thank You I m using my womans computer
