What Causes Consistently Low Haemoglobin Levels?

My husband went to give blood today and was refused. This is the third time and his number was 9.4(Red Cross). Each time his number has been lower. Iron supplements don t seem to be bringing up the number. Isn t 9.4 very low? What is a normal range and dangerous low? Thanks, Worried Wife
