What Causes Constant Cold After Having A Stroke?

Hi, my brother had a stroke almost a year ago and every since he complains of being cold no matter what the temperature is. He stays bundled up and wears his coat and hat in the house and we can never get it warm enough for him. His hands and arms feel like ice. Is this something we should be concerned about?
