What Causes Constant Flexing Of Legs And Chest In Infants?

I have a 20 month old girl who periodically wraps one leg around the other knee tightly, flexes her knees to her chest or stretches them out and clenches her fists. She sometimes makes sounds like pain or grunts. Is this behavioral or sensory?Can it be a neurological sign for some problem?
