What Causes Constant Headaches, Tingling Sensation In Arms And Legs?

For the past year, I have suffered from bad headaches and migraines. I have worked with a neurologist and have tried several different medications that have not worked. I have also been suffering from some abnormal sensations in my arms and legs. It will feel like an ant is crawling on me, but there is nothing there. In my arms, it feels like a rubber band is snapping on my inner forearms. I have also had problems with memory and concentration, as well as mood swings. Here recently, in the past couple of months, I have been have really bad joint pain in my hips, knees, shoulders, as well as pain in the back of my neck. Also, I am feeling a fluttering feeling in my legs, in varying spots from my thigh, to my ankles. I had two MRI's, an EEG, and an EMG. All of them were normal. I am really at a loss as to where to go fro here.
