What Causes Constant Productive Cough Along With Slight Wheezing?

Second time I ve had pleurisy in same spot within the last 4 or 5 weeks. Constant cough, slight wheezing, usually cough is followed by flem and I feel as though I m drowning. This typically lasts about 30 minutes and the feeling will pass. Chest feels tight. I had sever asthma as a child and pneumonia around the age of 13. Was exposed to TB at some point, but no active disease. Taking Zyrtec and have an albuterol inhaler I m having to use at least once a day. Problem seems to get worse in later afternoon evening.
