What Causes Constant Ringing In Both The Ears?

46 yr old female, constant ringing in both ears. right ear seems to tighter than left, like when using a qtip it's as if there's something blocking it. and right ear has the feeling of not water but like a thicker liquid, like when i was a kid and went swimming and could feel the water moving around, only this liquid doesn't move around and there is a slight small popping sound that i can also feel but deep inside. there is no pain with this at all.
