What Causes Cough And Rashes On Torso In Kid?

my son has been coughing for a couple of days now and just a few minutes ago he said to me "why am i itching so much and lifted up his shirt and he had a rash that coverd his torso and his back....he has a slight fever. do I need to take him to the ER?
