What Causes Cough,fever And Red Spots On The Palate?

Hi, 3 yo with congested cough now with fever and small red dots on palate, throat hurts but only when coughing. Do the red dots indicate anything more serious I was going to wait a day or 2 to take to dr, it seems every time I take them it's "viral".
