What Causes Coughing Spells Along With Shortness Of Breath?

I ve had a cough and chest conjestion for weeks. My Dr. has given me an antibiotic and pills to control the cough, and it helped alittle. but when I breathe cool or cold air or eat Ice cream I have a coughing spell, congestion and a little shortness of breathe for about 2 hrs. I m now starting an inhaler called Q-Var today. Auto air conditioner even triggers these spells. I feel good on all other areas.
