What Causes Crunching Sound In Bones Along With Migraine On Movement Of Head?

i was told that my vertabres in my neck were naturall fused. they said i was born this.i also told thatsurgery was not a option for me. what can i do cause i turn my head barely and i can hear the bones crunch, then i get a migran so bad i cant even lay down and shut my eyes. what can i do
