What Causes Cuts Under The Penis Head?

I have lil small cuts under penis head I've masturbated in the past. But I've always had u protected sex with my girl which would reopen small cuts I've had. Figured it was rub burns from masturbating because it's been that in that past and healed no problem. But I've been having sex without it fully healing and now I've stopped having sex for a week so far. It was itching one day so put alcohol and some antibiotics on it then it stopped. So now it's slowly healing and cuts are closed. Do I need to see a doctor? I've had rub burns before but never itched
