What Causes Dark And Scaly Patch On Neck?

hello, i have a darkened scaly patch on one side of my neck. just a small patch, that hasnt spread but has been there for weeks. sometimes it itches, very bad. im not sure what this is, but it's ugly and i don't know what to use on it. hot water makes it dried out and even more scaly.
