What Causes Dark Patches And Red Bumps On The Skin?

I had black patches and red bumps together around my waist area and very itchy. After a few days they went away as I used to clean the area 3 times, make it dry, use petroleum jelly and wear loose fitting cotton clothes. Now the same ones appeared around my neck....not sure what to make of these...can u please help?
