What Causes Dark Red Spots On The Lower Part Of Legs?

My 4 month old has dark red spots on the lower part of his legs what could that be? It's no where else on his body he has no fever and is acting normal! He did cry alot yesterday and his legs got red could it be broken blood vessels? It does not really look like that!
